The principal meaning is "a person who speaks two languages equally well and handles all the skills at a high level"  being bilingual in this world is more common than you think, most of part of people are bilingual thanks that they moved when they were kids or they just learn from their parents, being bilingual is essential nowadays, because we need it to work and pay more if you know another language. Bilingual means that a native speaker of any language learns another one and knows how to handle as well as the native one. The word Bilingual makes reference to someone who is able to communicate in two or more idioms according to Groshean “bilingualism is the use of two or more languages (or dialects) in everyday life. bilinguals are seen as two monolinguals in one person. In fact, the majority of bilinguals do not have equal fluency in their languages, many have an accent in at least one of their languages,” but is necessary to take into account the fluency in both idioms, language proficiency, and the skills like writing, speaking, reading, and listening, because there is bilingual who does have the language competence in all skills.

BICULTURAL:

this word refers to someone who shares two cultures, hence these people take part, to varying degrees, in the life of two or more cultures. Adapting, in part at least, their attitudes, behaviors, values, languages, etc. to these cultures. They combine and blend aspects of the cultures involved. Some of these come from one or the other culture(s) whereas others are blends of the cultures. Hence, some aspects of the bicultural are adaptable and controllable (this allows the bicultural to adapt to the context and situation) but other aspects are more static; they are blends of the cultures and cannot be adapted as easily.

being bicultural means having knowledge and understanding of two different cultures, and being able to navigate and function effectively in both. Bicultural individuals have knowledge of the customs, traditions, values, and beliefs of both cultures
